Clarity Bill: Canada-Wide Majorities even in Quebec

Majorities in every region of the country, including Quebec, support the federal government’s Clarity Bill, according to a National Post/COMPAS poll. Nationally, supporters outnumber opponents 65:26. As shown in the table below, supporters outnumber opponents in every region except Quebec by a factor of at least 2:1. Within Quebec, supporters outnumber opponents 51:39 with 11 percent undecided. In the rest of Canada, opponents are outnumbered more than 3:1—70:20.

Respondents were asked the following question:

  • As you know, the federal government proposed a Clarity Bill or law to decide how the federal government would have to react if a referendum on Quebec’s separation from Canada won a majority. For example, the law would require the federal government to negotiate seriously if a clear majority won the referendum using a clearly worded question. Which of the following opinions is closest to you own [rotate]

  • The Clarity Bill is a reasonable effort to protect democracy and fairplay in a situation that could be difficult or even explosive and it is an honest effort to be clear about the circumstances under which the federal government would have to negotiate with a separatist government OR

  • The Clarity Bill is an improper interference by the federal government in a political process that is the exclusive jurisdiction of the Quebec provincial government.
