Prime Minister Stephen Harper earns high grades for his post-election response to the world economic crisis but Canadian governments have only a moderate capability of protecting the economy, according to CEOs and business leaders on the COMPAS business panel. Panelists see the challenge as a threat to exports rather more than to financial institutions as a result of toxic investments.
